An 'Active' PEP is the current PEP. Ideally, that is the one that is relevant to the current cycle, but can differ if;

• It is the start of a new cycle and the old one has not been marked as finished yet.
• Some time has passed but due to various external factors, the 'old' PEP has not yet been marked as finished.
• A child left care or did not need a PEP for any reason during a given period and so
