This is usually caused by AntiVirus software (e.g. Sophos) blocking the Data Extractor services from running. Please add a folder\file and an application exception to your AntiVirus software for this location dll files from running.
To resolve, please follow the steps below.
Stop the services Data Extractor and Data Extractor Monitor (if running or starting)
Download these files on the machine the software is installed on.
Extract the files and copy the contents to C:\Program Files (x86)\Contact Group\Data Extractor
